1. Program Manager

Bachelor’s Degree from an accredited institution plus:
a. Four (4) years relevant specialized work experience and an additional 5 years of experience in program management for a requirement similar in size and technical complexity of this requirement.
b. Experience using earned value (EVM) metrics, complying with government reporting requirements, and implementing cost control over complex projects is desired. Experience in managing subcontractors (if subcontracting is proposed) is also desired.

2. Cyber Engineer

Bachelor’s Degree in Computer Science, Mathematics, Electrical Engineering, or Computer/Software Engineering from an accredited institution (or at least ten (10) years of specialized experience in the following areas) plus at least four (4) years of directly related experience in three of the following areas:
a. Technical cyber defense issues to include Computer Network Attack (CNA), Computer Network Defense (CND), Computer Network Defense-Response Actions (CND-RA), Computer Network Exploitation (CNE) and Computer Network Operations (CNO).
b. Analysis of advanced cyber threats, network defense environments and Intelligence Community capabilities.
c. Vulnerability analysis and assessments for cyber missions.
d. Computer Network Defense (CND) Infrastructure Support, Penetration Testing, Computer Forensics, Reverse Engineering, Information Assurance Compliance, Systems Requirements Planning, Systems Development, Software Engineering, Test and Evaluation, Enterprise Architecture, Network Services, Systems Security Analysis.

3. Senior Cyber Analyst

Five (5) years specialized experience performing work in at least four of the following areas:
a. Defense Information System Agency (DISA) network management tool sets that are utilized to monitor and manage the Defense Information System Network (DISN) and other enterprise services.
b. DoD Computer Network Defense (CND) data and tool sets.
c. Network Management and Network Operations Tactics, Techniques, and Procedures (TTPs).
d. Supervisory Control and Data Acquisition (SCADA) and other Industrial Control Systems and analyzing and assessing these systems.
e. Network management tool sets used to monitor and manage Commercial Provider enterprise services.
f. Comprehensive gap analysis of policy, procedures, and configurations.
g. Analysis of advanced cyber threats, network defense environments and Intelligence Community capabilities.

4. Cyber Analyst

Two (2) years of specialized experience performing work in at least two of the following areas:
a. Defense Information System Agency (DISA) network management tool sets that are utilized to monitor and manage the Defense Information System Network (DISN) and other enterprise services.
b. DoD Computer Network Defense (CND) data and tool sets.
c. Network Management and Network Operations Tactics, Techniques, and Procedures (TTPs).
d. Supervisory Control and Data Acquisition (SCADA) and other Industrial Control Systems and analyzing and assessing these systems.

5. Junior Cyber Analyst

Two (2) years of general experience in the following areas:

6. Senior Department of Defense Information Network (DoDIN) and Telecommunications Analyst

Six (6) years of telecommunications experience including specialized experience in at least two of the following areas:
a. Analysis of commercial and military communications assets and networks.
b. Department of Defense Information Network (DoDIN) analysis and assessment methodology.
c. Engineering and design of communications components and networks including fiber, cable, and wireless systems.
d. Application and System Analysis to include dependencies on other systems for receipt of information, networks for transport, and other infrastructures.
e. Modeling of transport and network systems.
f. Manipulating and analyzing various data and tool sets to conduct various analyses in support of Cyber Assurance.

7. Department of Defense Information Network (DoDIN) and Telecommunications Analyst

Three (3) years of telecommunications experience including specialized experience in at least two of the following areas:
a. Analysis of commercial and military communications assets and networks.
b. Department of Defense Information Network (DoDIN) analysis and assessment methodology.
c. Engineering and design of communications components and networks including fiber, cable, and wireless systems.
d. Application and System Analysis to include dependencies on other systems for receipt of information, networks for transport, and other infrastructures.
e. Modeling of transport and network systems.
f. Manipulating and analyzing various data and tool sets to conduct various analyses in support of Cyber Assurance.

8. Policy Analyst

Two (2) years of experience in the following areas:
a. Develop and implement policy standards, best practices, guidance, and procedures.
b. Conduct cyber-related research, analysis, and coordination activities in support of DoD cyber assurance and policy efforts at multiple classification levels.
c. Lead working groups to develop cyber strategies to meet emerging threats.
d. Perform complex analysis of cyber, intelligence, information technology (IT) and critical infrastructure policy gaps.

9. General Analyst

Two (2) years of experience with data entry and analysis in the following areas:
a. Entering information into various databases (Access, Oracle, or SQL).
b. Large scale data entry from various source media.
c. Entering data into a Geographic Information System (GIS) environment.

10. Senior Database Architect

a. At least seven (7) years of work experience in the area of database administration, design, development, extraction, transformation, and loading of data.
b. Knowledge of Oracle, SQL, and ArcSDE.
c. Experience in software configuration management and experience developing software documentation such as the Database Design Document and Interface Control Document

11. Senior Software Developer

Bachelor’s Degree in Computer Science, Mathematics, Electrical Engineering, or Computer/Software Engineering from an accredited institution and desired qualifications are seven (7) years of experience which should include:
a. Creating and/or maintaining operating systems, communications software, database packages, compilers, assemblers, and utility programs.
b. Working from specifications to develop or modify software applications.
c. Assist with designing, coding, benchmark testing, debugging, and documentation of programs.
d. Modifying existing software as well as creating special-purpose software to ensure efficiency and integrity between systems and applications.
e. Experience using four out of seven web development tools: XML, ASP.NET, Silverlight, WCF, HTML, JavaScript, and .NET or experience using three out of the four desktop development languages/tools: C#, Java, C++, and ArcObjects.

12. Software Developer

Bachelor’s degree in Computer Science from an accredited institution or four (4) years of specialized experience which should include:
a. Creating and/or maintaining operating systems, communications software, database packages, compilers, assemblers, and utility programs.
b. Working from specifications to develop or modify software applications.
c. Designing, coding, benchmark testing, debugging, and documentation of programs.
d. Modifying existing software as well as creating special-purpose software to ensure efficiency and integrity between systems and applications. Experience using any of the following web development tools: XML, ASP.NET, Silverlight, WCF, HTML, JavaScript, and .NET or experience using any of the following desktop development languages/tools: C#, Java, C++, and ArcObjects, as applicable.
e. Experience with enterprise level databases (e.g. SQL Server, Oracle, Postgres, ArcSDE).

13. Junior Software Developer

Bachelor’s degree in Computer Science from an accredited institution or two (2) years of experience which should include:
a. Working from specifications to develop or modify software applications.
b. Designing, coding, benchmark testing, debugging, and documentation of programs.
c. Modifying existing software as well as creates special-purpose software to ensure efficiency and integrity between systems and applications.
d. Relational databases, SQL, development of stored procedures and Data Definition Logs (DDL).

14. Senior Network Engineer

Bachelor’s Degree in Computer Engineering, Electrical Engineering with a focus in Computer Networks, or Computer Science from an accredited institution (or ten (10) years of specialized experience in the following areas) plus five (5) years of experience in the following areas:
a. Design, development, and testing of computer hardware and engineering techniques.
b. Performance optimization utilizing emerging technology such as cloud computing.
c. Installation of computer systems and servers and hardware/software integration.

15. Junior Network Engineer

Bachelor’s Degree in Computer Engineering, Electrical Engineering with a focus in Computer Networks, or Computer Science from an accredited institution (or five (5) years specialized experience in the following areas) with experience in the following areas:
a. Experience with design, development, performance optimization, and testing of computer hardware and engineering techniques.
b. Performance optimization utilizing emerging technology such as cloud computing.
c. Experience with installation of computer systems and servers and hardware/software integration.

16. Software Test Engineer

Bachelor’s Degree from an accredited institution plus:
a. Minimum 3 years direct experience in designing and implementing quality control standards for tactical software testing of Navy or Joint Programs.
b. Experience with system testing metrics, best practices, and methodologies.
c. Experience working with software development teams.
d. Experience participating in requirements and design reviews, developing test plans, writing and executing test cases in a fast paced software development environment.
e. Experience conducting data analysis, data verification and problem-solving.
f. Experience with statistical reporting and analysis.
g. Expertise in one or more scripting languages (e.g., Unix/Linux, PERL, Java script) and relational database technologies (SQL, schema design).
