System interoperability, system supportability, and overall system sufficiency are principal concerns for the Department of Defense (DoD) acquisition community. In order to ensure the multitude of communications and information technology (IT) related systems are able to function together throughout their life cycles, DoD requires all programs of records fielding such systems to develop and maintain a Command, Control, Communications, Computers, and Intelligence Support Plan (C4ISP).
A good C4ISP is about relationships.
