International Relations Project Manager (Rosslyn, VA)

(Full Time; Travel 50%)

CORTEK, Inc. is seeking a highly-qualified individual to join our consultant team in the field of National Security Policy and Strategy at the Project Manager level. The candidate will join a dynamic team as a strategic advisor to a Department of State foreign engagements program, providing innovative ideas for delivering on the DOS mission at the strategic and implementation level. The candidate will develop processes for engaging foreign partners in the areas of CBRN/WMD assistance and emergency response, and provide the DOS client with expert analysis to build relationships, develop solutions, and create sustainable products.

This individual will be the onsite Team Lead and has responsibility for overseeing the activities of the contract requirements on a day-to-day basis. The individual will oversee efforts of the Program’s engagement portfolio and shall possess broad knowledge and experience with CBRN matters. Responsible for project schedules and coordinating the efforts of the other full-time contract employees on the team.

Responsibilities

CBRN Planner (Northern Virginia)

(Full Time; DoS)
The CBRN Planner supports a Department of State client in the design and implementation of an International CBRN Response framework. The CBRN planner provides research and analysis in interagency overseas response capabilities; threat credibility evaluations; scenario development for exercises; concept development for deployable capabilities; drafts, edits, and reviews national level policy documents; and participates as an overseas-deployable member of the Department of State CBRN Incident Response Team, including crisis locations and austere environments. (Candidates will be required to have or obtain a security clearance.)

Required/Desired Education

  • Must have a Bachelor’s/Master’s degree from an accredited institution in political science, international relations, consequence or emergency management, or equivalent professional experience.

Required/Desired Experience

  • Must have demonstrated the ability to write policy and decision making documents for senior USG leaders.
  • Must have demonstrated the ability to think critically and apply analytical skills to problem solving in a government environment.
  • Prior military service with CBRN or Combatting Weapons of Mass Destruction experience on an operational or strategic level staff highly desirable.

Desired Skills/Experience

  • Must be knowledgeable about and have the ability to articulate accurately and completely CBRN technical and planning concepts and capabilities at joint working groups and scenario development and strategy meetings.
  • Must be able to travel on short notice and stay for extended periods in crisis areas and austere environments supporting the USG in providing foreign partners with assistance.
  • Must understand the USG policy documents for CBRN response and Combatting WMD.
  • Must be knowledgeable of Department of State’s general mission; as well as U.S. Interagency CWMD community, policies, and doctrine, particularly DoD current implementing documents, orders, instructions, regulations, and joint doctrine.
  • Must have strong knowledge of the principles of emergency management such as the National Incident Management System, Incident Command System, and the National Response Framework, as well as familiarity with exercises and scenario development in an OCONUS environment.
  • Must have the ability to coordinate with other organizations regarding proposed future concepts and the impact those concepts will have on the clients mission.
  • Shall possess a current SECRET security clearance, with the ability to gain a TS/SCI based on at least an SSBI.
  • Experience using Hazard Prediction and Assessment Capability (HPAC) and Area Locations of Hazardous Atmospheres (Aloha) and other current WMD computer simulations modeling tools.
  • Possess ability to develop plausible threat scenarios and provide coherent reports on vulnerabilities and mitigation measures.

Network Enabled Mission Command (NEMC) Analyst (Northern Virginia)

(Full-Time)

Will serve as an advisor to Government personnel on all specified aspects of Network Enabled Mission Command (NEMC) operational capabilities and activities. Responsibilities include:

  • Provide military/resource analysis, supporting the prioritization, synchronization, and integration of Army MC, tactical networks, and Information Technology Portfolios.
